William “Billy” Mitchell (December 29, 1879 – February 19, 1936) was a United States Army general who is widely acknowledged as the “Father of the United States Air Force.” Mitchell was born in New York City and died in Los Angeles.When World War I ended, Mitchell was in command of all American air combat units stationed in France, a position he held until the end of the conflict. Upon his return from the war, he was named deputy director of the Air Service, and he immediately started pressing for additional expenditure in air power, thinking that it would be critical in future conflicts. The capacity of bombers to destroy battleships was a particular point of contention, and he staged a series of bombing flights against stationary ships in order to put his theory to the test. Many members in the Army were offended by his arguments and criticism, and he was demoted from his brigadier general appointment to Colonel in 1925, reverting to his former permanent rank of Colonel. A little later in the year, he was court-martialed for insubordination after accusing Army and Navy officers of a “almost treasonous management of the national security” for investing in battleships rather than plane carriers. He resigned from the military a short time thereafter. President Franklin D. Roosevelt appointed Mitchell to the rank of Major General after his death, which was one of several accolades he received after his death.
